Minutes 03/27/02

Minutes: Rockwood Weed and Seed Steering Committee Minutes of 01/09/02 approved. Amendment to 01/09/02 Minutes: Eric Trice of the Multnomah County D.A.'s Office attended the 1/09/02 Rockwood Weed and Seed Steering Committee meeting.

Sean Cruz and Jose Eduardo Rivera, Executive Director, Hacienda Community Development Corporation:
Hacienda Community Development Corporation identifies the needs of a community and all of the services that can be brought in to the community. Hacienda, "building communities," was formed in 1992 by a community group to address the needs of the deteriorating Cully/Killingsworth section of NE Portland. This intersection consisted of 20% of the crime in Portland and today it accounts for none. Hacienda constructed a Healthcare Clinic/Community Center and forty-three rental housing developments in this community. The housing development's not only provide shelter for the tenants, but also provides many jobs for the tenants including: landscaping, housekeeping, etc. Hacienda is currently looking for a potential site in Rockwood for a mix-use, multi-generational cultural center. Sean Cruz suggested that the Weed and Seed Steering Committee take a field trip and tour the Cully/Killingsworth site.

Introduction and Discussion of the Application for the Competitive Funding, Department of Justice:
This is the last competitive process. Apply electronically. Deadline is May 31, 2002, however earlier applications may improve each site's ranking.

  1. Sustainability-EOW
  2. Training
  3. Community Sustainability- long-term

New Official Policies:
  • $175,000 with an option of $50,000 each time the site applies
  • Additional background screening
  • Of the $175,000, $87,500 is required to fund community policing and law enforcement
  • Regional networking
  • A full-time Weed and Seed Coordinator that is funded by local resources is required
  • $7,500 is required for national travel to attend conferences, etc.
  • Must have internet access
  • Adopt by-laws
  • Each site expected to have a minimum of one safe haven
  • Other helpful resources: Special Emphasis Initiatives
  • Must provide Evaluation Plan
Criteria for Competitive Funding:
  1. Absolute Requirement
    • Signed letter of Commitment by U.S. Attorney
    • Official Recognition
  2. Weighted Criteria- Scores are used to rank each site. Sites with the highest scores will be allocated funding until available funding is exhausted. The point system targets the most needed cities. The Rockwood Weed and Seed site qualifies for about 2 out of a total of 13 points.
