Greater Gresham Area Prevention Partnership is a community coalition composed of twenty-three member organizations that include citizens, parents, churches, youth and schools.

"The coalition is a formal agreement and collaboration between groups or sectors of a community in which each group retains its identity but all agree to work together toward a common goal of building a safe, healthy, and drug free community."

The coalition has been designed to serve the three school districts in Gresham, Troutdale, Fairview, Wood Village as well as parts of north Clackamas County and unincorporated Multnomah County. This is a suburban area with a population of almost 140,000. The three school districts and their enrollment numbers are:

The GOALS OF GGAPP Coalition are to:

1) Reduce substance abuse among youth and, over time, among adults by addressing the factors in a community that increase the risk of substance abuse and promoting the factors that minimize the risk of substance abuse;

2) Strengthen collaboration among the East Multnomah County's and surrounding communities' private nonprofit agencies, and Federal, State, and local governments to support the efforts of community coalitions to prevent and reduce substance abuse among youth.

The Coalition seeks to accomplish these goals by shifting community norms through increased community participation, increased parent knowledge about drug abuse prevention, increased support to youth, and consistent media messages.

The coalition's VISION OF SUCCESS is a future community where:

  • Drinking alcohol among youth is on the decline due to changing community norms around alcohol abuse.
  • Teens grow up to be responsible adults who choose whether or not to drink, and if they do, drink responsibly.
  • Community risk factors of crime, poverty, and the abuse of other substances decrease in the face of more community involvement.
  • Understanding of the negative consequences of substance abuse is widespread.

The GGAPP Grant is provided by:
Executive Office of the President / Office of National Drug Control Policy (ONDCP) & Substance Abuse and Mental Health Services Administration (SAMSA) - The funding stream is part of the drug free communities act of 1997. Hence the Drug Free Communities Grants are provided to local communities.

The grant award is from 9-30-2006 to 9-20-2011 (5 years) The fiduciary agency and grantee agency is the Police Activities League
